VAPING NEWS: NEW ZEALAND [Knowledgeable Retailers Needed]

“Senior authors Andrew Waa and Professor Janet Hoek from the University’s Department of Public Health, say the findings reinforce the need to ensure that vapes are only sold by knowledgeable retailers who can help smokers find a device that will completely replace smoking. Mr Waa notes: “Some of our participants struggled to learn how to vape. They need better quality advice from expert retailers to give them the best possible chance of switching from smoking to vaping.””

VAPING NEWS: CALABASAS, CALIFORNIA [Full Vaping Ban]

“Next Wednesday, the Calabasas City Council will vote on whether or not to adopt an April 22 ordinance banning the sale of e-cigarettes and related items. If adopted, the ordinance would take go into effect on Nov. 23. The April 22 ordinance amended Chapter 5.18 of the Calabasas Municipal Code, which regulates tobacco sales within the city, to prohibit the sale or public, outdoor use of e-cigarettes within city limits. Ordinance No. 2020-383 would ban “any device or delivery system that can be used to deliver nicotine or flavored tobacco products in aerosolized or vaporized form,” which includes e-cigars, e-pipes, vape pens, and e-hookahs in addition to e-cigarettes. It also bans the sale of any related paraphernalia and any liquid containing nicotine in aerosolized or vaporized form.”

VAPING NEWS: MICHIGAN [Preliminary Injunction Rules Against Flavor Ban]

“A court ruling Thursday has cast into further doubt Michigan’s 2019 emergency rules against flavored vaping products. A three-judge panel of the Michigan Court of Appeals upheld a Court of Claims preliminary injunction against Gov. Gretchen Whitmer’s September public emergency that banned flavored vaping products — products that Whitmer and the state’s health department argued lured young people into unhealthy, addictive habits. The appeals court’s unanimous decision means the state’s emergency order remains unenforceable, for now, as litigation over its validity proceeds. Whether the state will press ahead in the courts to enforce the ban is unclear.”

VAPING NEWS: CALIFORNIA [Vape Tax Hike]

“Lawmakers are debating a proposal from the governor that would dramatically increase existing taxes on electronic cigarettes, with the goal of taxing the products so much that adult Californians can no longer afford this product. Paradoxically, this is happening at the same time they are trying to reduce marijuana taxes because the current rates are driving sales into the black market. Tax increases on e-cigarettes also can have a negative impact on people trying to quit smoking, according to a paper released in December by the National Bureau of Economic Research (NBER). In “E-Cigarettes and Adult Smoking: Evidence from Minnesota,” researchers studied the first state to impose a tax on e-cigarettes (it extended the definition of “tobacco products” to include e-cigarettes in 2010) and found “consistent and robust evidence that the e-cig tax … increased adult smoking relative to what it would have been in the absence of this tax.””

VAPING NEWS: NEW ZEALAND [WHO Misinformation]

“A New Zealand vaping advocacy group has asked the Ministry of Health to reject information peddled by the World Health Organisation (WHO) which inaccurately and negatively reflects on smoke-free nicotine products. Director of AVCA, Nancy Loucas, says consumers have been effectively excluded by WHO-FCTC so it is entirely up to the Ministry of Health to represent the interests of the New Zealand public. Ms Loucas says despite such evidence, the WHO-FCTC continues to issue information, reports and guidance that contains several inaccuracies regarding e-cigarettes. She believes the WHO’s position is being influenced by vested interests that provide funds to the organisation.”

VAPING NEWS: UK & IRELAND [Public Ban]

“Professor Des Cox, The Royal College of Physicians of Ireland (RCPI), is seeking to capitalise on the staggered relaxation of the COVID-19 pandemic lockdown in Ireland by pushing for a ban on vaping and smoking in outdoor spaces like pub beer gardens. Tory Mark Pritchard, MP for The Wrekin in Shropshire, is pushing a similar line of nonsense in the House of Commons. He wants smoking and vaping banned from outdoor seating areas at pubs, cafes and restaurants when they’re opened back up to the public.”

VAPING NEWS: TAIWAN [Stricter Anti-Vape Regulations]

“The John Tung Foundation yesterday called for stronger government regulation of electronic cigarettes and other new types of tobacco products, saying it has received complaints from parents about shops near schools. To avoid inspections, some sellers allegedly use the sale of smoking accessories as a guise when, according to the parents, various tobacco products can still be purchased inside the stores, the foundation said. The Ministry of Health and Welfare has over the past three years repeatedly emphasized that electronic cigarettes and heated tobacco products are illegal, foundation chief executive officer Yao Ssu-yuan (姚思遠) said. However, sellers have continued to open stores, he said, adding that the foundation fears sellers are confident that electronic cigarettes and heated tobacco products would be allowed.”
