VAPING NEWS: JHARKLAND, INDIA [Gov’t Employees Banned From Smoking Or Vaping]

Jharkhand has made it mandatory for all state government employees to submit an affidavit stating that they will abstain from consuming any form of tobacco. Tobacco products include any “cigarettes, bidi, khaini, gutkha, pan masala, zarda or supari as well as hukka, e-hukka, e-cigarettes and tobacco products being used by any name — smoking and smokeless”, it was decided. In Tuesday’s meeting, all deputy commissioners and superintendent of police of the state’s border districts were ordered to increase vigil at checkposts to stop entry of banned tobacco products.”

VAPING NEWS: UK [Mark Pawsey MP Calls For Party Support Of Vaping]

“Mark Pawsey, MP for Rugby, Pawsey, set up the All-party Parliamentary Group (APPG) for Vaping to support ecig users and appraise the ongoing evidence being produced. Taking part in a webinar organised by leading nicotine consumer charity The New Nicotine Alliance (NNA), Pawsey called for vapers to help educate MPs and encourage them to support the APPG. Mark also expressed his enthusiastic support to change the law applying to bottles, “there’s no rational at all around bottle size”, and the strength of nicotine available. “One of the things I found out about vaping just before we set up the APPG was when I went to visit a small vaping retailer. I saw how he spent lots of time with a new customer and found out about what their tastes were, which brand of cigarettes they were using, how heavy a smoker they were, and he created a product which was most likely to help the customer move away from tobacco.” It was this experienced that showed Mark how some smokers need a higher strength of nicotine, especially during their early use of products, to enable them to make a successful switch.”

VAPING NEWS: UK [Vaping As A Better Value Option Over NRT]

“The NHS spent £22.5m in England on traditional nicotine replacement therapies (NRT) last year, according to consumer group We Vape. It believes that vaping would be a “more successful solution” and offers “better value for the taxpayer”. Research from the UK has shown that vaping works well as a way to quit smoking and some studies show it works twice as well as NRT.”

VAPING NEWS: PHILIPPINES [Vape Product Graphic Warnings, Import Regulations, Taxation]

“The Philippine government has ordered manufacturers, importers and sellers of vapor products and heated-tobacco products (HTPs) to print graphic health warnings on their packaging within 18 months. Sale of these products is now limited to those over the age of 21. The implementation of the graphic warnings is part of the country’s “sin tax” laws. The Department of Health and the Food and Drug Administration (FDA) will act as the regulating agencies for manufacturers, importers and sellers of vapor products and HTPs, with authority over packaging, advertising and distribution. The Department of Budget and Management will determine how the tax funds from these products will be allocated and released to tobacco-producing provinces. The Department of Health will issue templates for the warnings, including for inserts and other advertising, outside packaging and labeling, and other packaging from domestic and overseas manufacturers.”

VAPING NEWS: YORK, UK [Park Vape Ban]

“City of York Council wants to turn playgrounds into smokefree zones under plans to improve people’s health and stop children from picking up the habit when they grow up. The play parks would be voluntary smoke free areas and the council will launch a consultation on the plans before taking action. Vaping could be included in the ban – depending on what people say in response to a survey. The council manages more than 90 play parks in the city.”

VAPING NEWS: SAN FRANCISCO [Apartment Vape Ban]

“San Francisco banned smoking and vaping of tobacco in apartments Tuesday night, but only after exempting cannabis in response to a backlash from marijuana advocates. The Board of Supervisors voted 10-to-1 to approve legislation intended to protect renters from the harms of secondhand smoke in buildings with three or more units. Yee had wanted to ban cannabis smoke as well, but couldn’t get the votes. The legislation prompted an outpouring of opposition from cannabis advocates. “Tobacco smokers unable to smoke in their apartment building can go out to the curb or find other public space,” Supervisor Rafael Mandelman said. The Department of Public Health is charged with enforcing the ban. Violators could face fines of up to $1,000 per day. A violation can not be grounds for an eviction under the terms of the legislation.”

NOTE: E-liquid vape products have been deemed as Tobacco products, even though they do not contain tobacco, and do not emit smoke

“The number of businesses impacted by the PayPal crackdown has continued to grow since we first warned of the situation in mid-November. As the volume of frozen accounts escalated, we advised companies to draw down funds or risk them being locked away. Now one of the industry’s trade bodies has issued clear guidance for businesses as yet unaffected. It seemed as though PayPal was downplaying the situation in a clear attempt to delay account owners from drawing down funds so that it would have cash on hand to meet any refund claim during the 180-day period following the freezing, prior to account closure.”

“The FDA’s Center for Tobacco Products is looking for an agency partner to handle communications and advertising for its latest tobacco prevention campaign, which focuses on teens’ use of e-cigarettes. The FDA is looking for an agency to handle the latest incarnation of its youth tobacco prevention initiative, “The Real Cost”. The account could pay up to $900 million over five years. The e-cigarette prevention initiative is the fourth campaign since “The Real Cost” launched in 2014.”

BILL TARLING — The FDA’s “The Real Cost” is well known for blatantly promoting anti-vaping misinformation and fraudulent claims, and were heavily involved with the promoting of teen awareness of the popularity of JUUL, which then enticed teens to gravitated towards its usage so that regular e-liquid vape products would get blamed for the fabricated “epidemic”
