VAPING NEWS: CHEYENNE, WYOMING [Tobacco 21 Enforcement]

“Police in Cheyenne don’t have the authority to enforce the new federal law that increased the legal age to purchase tobacco products from 18 to 21, the agency said. Officers can only legally enforce state laws and Cheyenne city ordinances, spokesman David Inman said. He said city officials posted the clarification on its Facebook page on Wednesday because they’d been receiving calls from residents and local businesses. Nonetheless, it’s still illegal for someone under the age of 21 to purchase products containing tobacco or nicotine, including vaping products.”

VAPING NEWS: TRAVEL [Country Restrictions & Bans]

“Before you head on your next holiday, you should check if you can travel with e-cigarettes as a rising number of countries are banning them. Some countries ban the sale of e-cigarettes, but not their possession, while others ban nicotine-containing liquids. The strictest countries are the ones who forbid- or at least strongly frown upon – everything from the sale and import to the use of the devices altogether.”

“Harm reduction organisation Knowledge•Action•Change released its new briefing paper “Tobacco harm reduction and the right to health” in London on Thursday. During a week when the World Health Organisation doubled down on its anti-vaping position, the timing of the briefing launch couldn’t be more welcome. “There is substantial international, independent evidence that the safer nicotine products that are available today – including nicotine vaping devices (e-cigarettes), heated tobacco products and Swedish-style oral snus – are demonstrably and significantly safer than smoking tobacco.””

VAPING NEWS: INDIANA [Tobacco 21 + Fines]

“Tougher penalties for Indiana stores caught selling smoking or vaping products to anyone younger than 21 are on their way to becoming law. The Indiana Senate voted 38-9 Thursday in favor of a proposal that would triple possible retailer fines to between $600 and $3,000 based on number of violations in a six-month period. House members on Tuesday approved a separate bill with different retailer penalties that also includes increasing Indiana’s minimum age for smoking and vaping from 18 to 21 to conform with a new federal law. The House and Senate will need to reach agreement on a single version in the coming weeks of the legislative session, but Republican Gov. Eric Holcomb supports the tougher penalties.”

A BATTERY MOOCH POST: Efest 35A 4200mAh 26650…lousy performer, ridiculous current ratings

This cell DOES NOT use the same good performing Yong De Li New Energy Company YDL 26650D cell that other companies also wrap. This Efest is a very poor performer with hugely exaggerated current ratings.

The authenticity of these cells was verified at Efest’s web site.

The DC internal resistance of these cells is almost 50% higher than the 26650’s using the YDL cell. This means the voltage sag will be a lot larger with these Efests when above about 10A/30W.

At 90W the 26650’s using the YDL cell would give you about 125 two second puffs. This Efest would give you about 12 puffs…yes, just 12. At its preposterous claimed 50A “max pulse discharge” rating, about 150W, this Efest wouldn’t even give you one puff. At 50A this cell’s voltage almost instantly dropped to my 2.8V cutoff. I am giving these Efests a 20A rating.

The capacity for the two Efests I tested was 4518mAh and 4614mAh at 840mA (0.2C) down to 2.5V. This is typically poor consistency for a China manufactured cell but these cells easily meet their 4200mAh rating. I am rating this cell at 4200mAh to prevent confusion but these are clearly higher capacity cells. This would NOT help them perform better than the 26650’s using the YDL cell except at very low power levels, about 20W or lower. There are better choices for lower power levels though.

VAPING NEWS: SEN. ROMNEY [$100M User Fees]

“A bipartisan group of senators, including Sen. Mitt Romney, are looking to tap e-cigarette manufacturers for $100 million a year for stronger Food and Drug Administration oversight of the vaping industry. Tobacco companies pay FDA user fees, but e-cigarette manufactures are exempt under current law. The amount collected from e-cigarette makers would be proportional to their share of the overall tobacco market as determined by FDA.”

VAPING NEWS: CANADA [Flavour Ban + Plain Packaging]

“Canada’s top public-health officers are urging governments to ban the sale of flavoured e-cigarettes and require all vaping products to be sold in plain packages to help discourage young people from using them. The Canadian Medical Association also called on the federal government to ban flavours in a submission made to Health Canada this week. The submission was in response to the government’s proposed new advertising restrictions for vaping products. The council’s recommendation to ban the sale of e-cigarette flavours comes as the federal government is deciding which direction to take on the issue.”

“The World Health Organisation (WHO) posed itself a series of questions about vaping and then provided its own answers. The responses the organisation gives itself beggars belief, but at least it is due credit for being honest about its rank stupidity. Genuine experts slam WHO for being anti-vaping and disingenuous. If WHO aren’t going to be genuine about the facts regarding vaping, at least we have British experts who are prepared to raise factual points and highlight its errors.”

VAPING NEWS: CANADA [Vape Tax]

“The Heart and Stroke Foundation of Canada has asked Premier Doug Ford’s government to include a tax hike between 20 and 30 per cent in its spring budget. The group’s senior manager of public affairs said a higher cost would make the addictive products unaffordable for teenagers while still allowing adults to use them to quit smoking. Ontario’s health minister has said she is growing increasingly concerned about the jump in youth vaping rates and has promised to announce further government action before the end of the month.”

VAPING NEWS: U.S. SMOKING CESSATION

“There is not enough evidence to conclude that e-cigarettes helps smokers quit tobacco, a US government report said Thursday, as the vaping industry faces increased regulatory pressures. The advice is contrary to that provided by the British government, which classes e-cigarettes as a nicotine replacement therapy that makes smoking cessation attempts more likely to succeed. The report found that although cigarette smoking among American adults is at an all-time low (14 percent), it remains the leading cause of preventable disease, disability and death in the United States. Approximately 34 million American adults currently smoke cigarettes.”
